Setting up a university or a medical college is a multi-year regulatory project before it is an educational one. We work with the trust or promoter from the first feasibility question to the application file — and we say at the outset what no consultant can promise.

No consultant can promise an approval. A private university needs its own State Act or deemed-to-be-university status under the UGC framework; a medical college needs the National Medical Commission’s permission, which presumes a functioning hospital of the prescribed size, with land and faculty in place, before the application is even considered. We plan and prepare the application. The regulator decides. Anyone who tells you otherwise is the reason those regulators have fake-institution lists.

Start with a feasibility and readiness study, not an application

Eight to twelve weeks. Whether the route is a State private university, deemed status, or a medical college: the land, capital, hospital, faculty and governance thresholds that apply; what the trust has today against each; the realistic timeline and cost to close the gaps; and a written recommendation on whether to proceed, wait, or choose a different route.

What we do at each stage

Feasibility. The route and its statute; the thresholds; the trust’s position against each; the capital and time actually required. A go / wait / change-route recommendation you can put in front of the board.

Governance design. The sponsoring body, the governing board, statutes and ordinances, the academic and finance structures the regulator expects to see — and that a good institution needs anyway.

Academic plan. Programme mix, faculty plan and phasing, matched to the regulator’s norms and to what the region will actually enrol in.

Application preparation. Assembling the file with the trust’s lawyers, architects and hospital administrators. We coordinate; the professionals sign.

After permission. Faculty development, accreditation readiness and an MDP or executive-education wing — the work we already do for existing colleges.

What we are not

We are not lawyers, architects or hospital administrators, and we are not a university or a medical college. We are not agents of, or empanelled by, the UGC, AICTE, the NMC or any State Government. The thresholds and norms change; every figure we use is checked against the current regulation at the time of the study, and we will tell you where a norm is unclear rather than pretend it is not.

Who does the work

The director of Epigenesis Edu Private Limited, an IIM alumnus who has designed accreditation-readiness and faculty development programmes for colleges and works with boards on governance. The study is done personally, with specialist advisers brought in and named for the legal, medical and architectural work.
